Online XDP Tracking

I have never moved internationally (coming from the US). I am actually moving to the UK, but they do not let pets into the country if they are in the cabin and I refuse to put my cats in the cargo. So far the best route I have found is to fly with them in cabin to Ireland, and then take the ferry to the UK. I just want to make sure they are with me at all times. I also see that a UE pet passport is required, and I cannot find out where I even apply for that. If anyone has any insight or has been in this situation and can give me some guidance that would be greatly appreciated!
